we should look at:

support for actual mirroring, auditing, auto-updating, self serve uploading, and being able to bless (whitelist) certain packages. Probably there is more too :)

We may want to revisit https://github.com/mozilla-releng/releng-rfcs/pull/10 , now that I'm aware that this is less of a proxy cache and more of a dynamically populated mirror. (Our bad experiences with proxy caches for our own usage made me a bit wary of the former terminology.)
