Details
long page, non-native scrollbars (i.e., not the classic skin), a slow press in
the scroll arrow loses the mouse-up about 1/3 of the time, putting the scrollbar
on auto pilot

this is the case in the MacOS X nightly build id: 2002072203 ... under
consideration for 1.1b

Maybe, but only if for some reason a popup comes up for the scroll arrow and
eats the mouse-up.
I think bug 157123 is what you're seeing. Related bug could be bug 157837.
Though a different symptom, I suspect these are all being caused by the same thing.
