Scrolling with the arrow keys is very slow and jumpy.

Reproducible: Always
Steps to Reproduce:
1. go to http://xiph.org/ogg/vorbis/index.html
2. Scroll using the arrow keys


Actual Results:  Scrolling is very slow, jumpy, and uses 100% CPU

Expected Results:  Smooth scrolling.
Page uses a background JPEG image that is 8x4096 pixels wide.

I dunno what we can do about that, request decision from higher authority.
