Load page with Developer tools window opened
Actual results:
Developer tools blinking
Expected results:
No blinking expected like in previous versions of FF with same Intel(R) UHD Graphics 630 driver version on Win10

I cannot reproduce this problem on Win 10 with Firefox Release 69, Firefox Beta 70 and Nightly 71. Can you please retest this using the latest Nightly build (https://nightly.mozilla.org/) on a new clean Firefox profile (https://goo.gl/AWo6h8).
