mac-v3-signing9 could not be recovered. Let's replace it with a working test worker:

With the changed vlan, this machine reimaged correctly and is reachable (QTS had to go through the new-user setup for Mojave as the machine was stuck in the first-boot os setup and could not be netbooted).
