Bug 1422056 will remove OriginAttribute stripping from the permission manager. This enables permissions no longer being shared between private browsing and normal windows.

The click-to-play test for private browsing should be updated to account for this change: https://searchfox.org/mozilla-central/rev/6866d3a650c826f1cabd123663e84b95ee743701/browser/base/content/test/plugins/browser_private_clicktoplay.js

Resolving as wont fix, plugin support deprecated in Firefox 85.
