[Steps to reproduce]:

  1. Open the browser with the profile from prerequisites.
  2. Focus the "Address Bar" and press the "Tab" key twice.
  3. Press the "Right Arrow" key three times and press the "Enter" key.
  4. Dismiss the "What's New" panel and restart the browser.
  5. Wait ~5 minutes and observe the buttons displayed in the right part of the "Address Bar".

[Expected result]:

  • The following buttons are displayed:
    • "View history, saved bookmarks and more";
    • "Show sidebars";
    • "Firefox Account".

[Actual result]:

  • The "What's New" toolbar button is redisplayed in the right part of the "Firefox Account" one.

[Additional Notes]:

  • The "What's New" toolbar button is not redisplayed if the "What's New" panel was opened by clicking the toolbar button.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (71.0a1 Build ID - 20191021095628) installed, on Windows 10 x64 and Arch Linux. Now, the "What's New" button is no longer redisplayed after a browser restart, if it was previously accessed using keyboard navigation.
