I have verified that this issue is no longer reproducible with the latest Firefox Nightly (71.0a1 Build ID - 20191021095628) installed, on Windows 10 x64 and Arch Linux. Now, the "What's New" button is no longer redisplayed after a browser restart, if it was previously accessed using keyboard navigation.
