1588720 - [Fission] Make tracking popup spam works for fission

This is from bug 1587386. Current we track the number of popup spam in nsGlobalWindowOuter which is not fission compatible, for example, the popup window could be in different processes with the opener after fission.

Retroactively moving fixed bugs whose summaries mention "Fission" (or other Fission-related keywords) but are not assigned to a Fission Milestone to an appropriate Fission Milestone.
