"start in private mode" be auto turn on if "don't save history" is set

Steps to reproduce:

Actual results:
Firefox has automatically switch itself into private mode every time I start it against my will and prevents me from storing and using of stored login informations. It happens even after Firefox restart's or crashes
Expected results:
don't switch into private mode from it's own

Hello,
I cannot reproduce this issue using the latest release version 69.0.2, the beta one 70.0 or Nightly 71.0a1 (2019-10-20).
If I may, I would suggest re-testing the issue while in Safe Mode. You can find helpful info here : https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode .
Also a fresh new profile could help. You can find more about creating a new profile here : https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile .
If possible, you can test this issue on the nightly build as well. Download the build from : https://www.mozilla.org/en-US/firefox/nightly/all/ .
I try to describe the problem more clearly.
I think that it's a strange behavior when user unselect "start in private mode" and then select "don't save history", the prowser switches itself from it's own into Private mode (with is the reason of reporting this bug), even that was not the expected behavior.
I hope that it was a temporary problem and it get fixed in the next update

I think this is an expected behavior. When you switch the mode dropdown box, all children are to be reset rather reserved.

"Never remember history" is the same as "permanent private browsing mode" - see https://support.mozilla.org/en-US/kb/private-browsing-use-firefox-without-history#w_can-i-set-firefox-to-always-use-private-browsing .
