nsIDragDropOverride and friend need freezing. AFAICT, folks have been using them
w/ out issue for awhile now, so, we should probably go ahead and freeze them.

the more i think about this, we should use the same mechansim we use for turning
off JS and plugins in a browser instance. why is dnd any different? my vote
would be to wontfix this and revisit the impl at some point.

Marking a bunch of bugs in the "Embedding: APIs" component INCOMPLETE in preparation to archive that component. If I have done this incorrectly, please reopen the bugs and move them to a more correct component as we don't have "embedding" APIs any more.
