Since we are moving away from OpenSearch, maybe there should be a dedicated section for
search-extensions in the Addon Manager, similar to themes / dictionaries?

I don't think this would work. Extensions can include search engine additions, but can also do other things. They aren't search engines exclusively, necessarily, so it makes more sense to me to have them in the Extensions section.
Separately from the Add-ons Manager, there's a Search section in the Preferences tab where you can toggle or remove the installed search engines, including those that come from extensions. So, it's possible to remove search engines that come from extensions without removing those extensions entirely.
