Steps to reproduce:
On Firefox settings, the first page (General, about:preferences#general) shows only a blank page, without any settings. Only if user search something, the general page shows up.
71.0a1 (2019-09-18) (64-bit) With Kubuntu Linux.

This sounds very much like https://bugzilla.mozilla.org/show_bug.cgi?id=1584092 and I see your build predates the fix. Please flag me for needinfo if the issue persists after an update.
