• This issue is also reproducible on the new "about:welcome" variants (for Firefox 71) including the "modal less" ones.

[Affected versions]:

• Firefox Release 69.0.3 and above

[Affected Platforms]:

• Mac 10.15 Catalina

[Prerequisites]:

• Have a new Firefox profile.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites.
2. Navigate to "about:welcome" page and focus the "Enter email" input field.
3. Press the "Tab" key and observe the behavior.

[Expected result]:

• The "Terms of Service" hyperlink is focused.

[Actual result]:

• The "Continue" button is focused instead.

[Additional Notes]:

• This issue is not reproducible on Windows 10 x64 and Ubuntu 16.04 x64.
• Attached a screen recording of the issue.

After further investigation, it seems that this issue is reproducible only on Mac 10.15 "Catalina". Considering this I am updating the bug description accordingly.

Underlying accessibility issue here is similar to https://bugzilla.mozilla.org/show_bug.cgi?id=1589371#c6. To make links accessible we need Full keyboard access support in MacOS Catalina.
