Opening a new window should be blank but opens a previous page

Steps to reproduce:
Open a new window using Ctrl-Shift N.
Actual results:
The window opened on the URL for a previously closed tab or window.
Expected results:
The preferences are set to open new windows and tabs on blank pages, so the new window should have opened to a blank page.

This appears to be similar to bug 718060 but that issue is several years old. This has only started happening with recent versions.

I have noticed that it is opening pages from the cache, so not displaying the "live" version of web pages.
I don't consider this a security issue, since the URLs are in the user's history, but depending on the cached content some users might find this disturbing or a potential privacy issue as in one case it showed a private github page when I was not yet logged in.
I have not seen this open recently closed pages from private windows or tabs.

I tried to replicate the issue using ubuntu 18.04 64bit and the latest Firefox release 69.0.3 version and also the latest Nightly version 71.0a1.
Following the steps Ctrl-Shift N does nothing on my side with new windows and tabs on blank pages set.
The combination on my machine for opening a new window is "Ctrl - N" and for new tabs is "Ctrl - T"
I tried both of them just in case, and when a new window or tab is opened, it does not load previous window.
Please download the latest Firefox Nightly release from here: https://nightly.mozilla.org/ and retest the problem.
