I marked several comment 0 from an account as spam, but the account hasn't been disabled. Not sure if that's because the comment was empty (I remember I couldn't tag those in the past).

The account was disabled in the meantime, not sure if it was disabled manually by someone, or the spam filter kicked in (which would make this bug invalid).
