I can't reproduce this issue, I successfully opened Firefox on Windows 10 x64 after an update from 60.0.1 to 60.0.3 using the " -ms -ma" line argument (without any OS update involved).
Kuttima, the behavior that you are describing, it's a one-time situation? Could you try to update to Firefox 70, using the same line argument and post back the results?
Thanks!
