Steps to reproduce:
Downloaded the Dutch version of Thunderbird 68.1.2 X64, but it appears to be the en-US version.

Expected results:
Dutch menu's (only a few apparently borrowed from Windows are Dutch) and spelling correction.

I cannot reproduce this, for me Dutch downloaded Thunderbird 68.1.2 (x64 nl) just shows in Dutch.
Did you download from https://www.thunderbird.net/en-US/thunderbird/all/?
Can you verify in your installed programs and features that you have indeed installed 68.1.2 (x64 nl)?
Are you sure you are running the installed x64 nl-version and not another (older) installation, e.g. Thunderbird 60.9.0 (x86 en-US)? The x64 version installs in a different location and doesn't uninstall the original x86 version.

I downloaded Thunderbird again. A binary compare showed that it was the same file that I used before. But somehow now the whole application uses the Dutch language after installation. Please close bug.
