Summary: 71.0b3 failing to upload to amo for many locales → ca-valencia failing to upload to amo

As commented on Slack, this is a one-time edge case.

ca-valencia was already on AMO, as a community language pack. We made it an official language pack in 71, because we stopped hosting language packs on AMO that are not generated and owned by Mozilla.

I don't expect this to happen again, especially if we purge AMO from obsolete language packs (at the time, there was content for Firefox 3 or so).

The problem here might be that we need to set RelEng as owner of the existing language pack, in order to allow the task to succeed?

Noting that I have zero visibility on both AMO and RelEng, so that's pretty much a guess. There might be other explanations, for example inability to deal with an uncommon locale format (i.e. not ab-CD or abc).

This should be fixed for releng, keeping open until after b4
