1590612 - Certificate Viewer "General" tab on 71.0b3 shows only SHA-256 fingerprint

Steps to reproduce:

In 71.0b3 Tools | Page Info -> Security -> View Certificate -> General

Actual results:

The View Certificate window shows only the SHA-256 fingerprint in the General tab. All other fields (Issued To CN, O, OU, SN; Issued By CN, O, OU; Period of Validity Begins, End; SHA-1 Fingerprint) are labelled but show no data. Data is shown in the Details tab of the View Certificate window, however. See attachment showing the *.bugzilla.mozilla.com certificate.

Expected results:

All labelled fields with data on the General tab of the Show Certificate window should show data.

This will not be a issue if security.aboutcertificate.enabled is true. (currently default in Nightly only.)
