[Steps to reproduce]:

1. Launch the Firefox browser in kiosk mode using the following: firefox --kiosk -private-window "https://en.wikipedia.org/wiki/Main_Page"
2. Hover over any LInk.

Expected Result:
The status of the URL/Link should not be displayed in the bottom left corner when hovering over it.

Actual Results:
The status of the Link is displayed in Kiosk mode in the bottom left corner when clicked or simply hovering over it.

Consistency with other kiosk implementations.

We already have code to do this, not sure why it stopped working.

Verified - fixed on latest Nightly 72.0a1 (2019-11-22)(Build id: 20191122091512) using Windows 10 and Windows 7.

I realize this is late for beta. This is the last really obvious fix for kiosk mode, so I'd love to get it in since we are debuting kiosk in 71.

Low risk fix for a new feature, verified by QA in Nightly, uplift approved for the beta branch before RC.
