They updated that it's dictation through Voice Control that's not working. Other Voice Control commands like navigation do work still.

Clarifying summary. Voice Control is a new feature in Catalina so it's not expected to have worked before upgrading to Catalina. Dictation is an older feature in macOS that is now a part of Voice Control in Catalina and that's what seems to have broken here.

I've verified that Dictation (in English) works as expected on macOS 10.14 Mojave. I can dictate text which gets inserted into text areas on web pages like this one. After upgrading to macOS 10.15 and activating Voice Control, dictation fails in Firefox. As to what changed that broke this, I have no idea.
