Backfill reports should consider indirect alerts also

Backfill reports, according to our current planning, will be done for each alert summary but only for the direct alerts.
If a Perf sheriff reassigns/downstreams existing alerts to a summary, the backfill report won't take them into consideration.
Ideally, these reports should be recognized as outdated & recomputed.

I'm filing this bug so we don't forget to create/update these reports for direct and related alerts.
