A new storage upgrade (either major or minor) should be done once there are enough tasks for a storage upgrade and we are confident it's a good time to do it. These tasks should be filed as new bugs and this meta bug will block them. Actual implementation should happen in this bug.

Yeah I think it's still relevant. A deeper analysis is needed for creating a list of particular tasks.
