so i don't know what i was doing but i managed to have the following:
cmessage.txt (being read to me, so i deleted it in hopes that my problem would
go away)
xpicleanup.dat
<psm>*.new
mozilla refusing to run because something needed to finish
mozilla spawning a new xpicleanup app each time i tried to run it.
[mozilla happily running (locked for read) on another computer from this path]

result: the xpicleanup.exe's were fighting over xpicleanup.dat (and probably
losing a fight with the other mozilla being run via \\raistlin\f$).

bug3 (rfe) mozilla should offer to ingore that xpi wants to be helpful

The xpinstall script engine has been removed from the trunk, bugs in it are obsolete.
