:jfkthame - I've noticed this permanent failure when test is run on debian 10 docker image, which is the future migration path for ubuntu1604 docker image currently in use.

I noted that there already exists fuzzy-if condition in the manifest for this test, but the current failure on debian10 appears to exceed this limit.

Could you please redirect the ni to someone that may be able to investigate or suggest a way forward? Thanks.
