1591682 - Unable to dock / undock developer tools in private window

User Agent: Mozilla/5.0 (Windows NT 6.3; rv:70.0) Gecko/20100101 Firefox/70.0

Steps to reproduce:

1. Open Private window
2. Open Developer Tools
3. If Developer Tools is docked try to undock it to separate window
   If Developer Tools is undocked try to dock it

Actual results:

If Developer Tools is docked in Private window you can not undock it into separate window, blank window is opened instead and Developer Tools remain docked.
If Developer Tools is undockedyou can not dock it in Private window, instead a blank area appears where docked window is supposed to be placed and Developer Tools remains undocked in separate window

Expected results:

Developer Tools should dock / undock as it does in normal window

This looks like a pretty bad bug, probably getting in the way of a number of web developers... But it doesn't really belong in the private browsing component, it's really a devtools bug. I'm not sure what's the right component for it, moving it to DevTools::General and CCing Harald.
