Steps to reproduce:
Open YouTube video, switch to full-screen.
Arch Linux / Gnome / Wayland
Actual results:
There is a black border at the bottom and the video title is outside (above) of the screen. To interact with the seek bar, I need to put the mouse cursor in the normal position, not where the seek bar is drawn.
See screenshot. The blue rectangle is probably the desktop background.

This is now working, so it was probably the same thing as bug 1589114.
