Steps to reproduce:

Open a new window

Actual results:

Theme is set to dark, but resets to light on new window. Setting does not change in preferences.

Expected results:

Theme should not change

External links that open new tabs also reset themes.

This also occurs when switching to other applications.

Two more notes:
1 - this bug seems to only apply to theme colors on the window elements. Theme colors applied to preferences are not affected.

2 - I tried to reproduce this bug with Developer Edition and it seemed stable … until I signed into my Sync account. Developer Edition now has the same bug. I attempted to
