Steps to reproduce:
- Download any files with an open tab
- Notice progress bar inside windows taskbar
- Open library (downloads)
- Close any tabs except the library
- Notice no progress bar for the library window
Actual results:
The downloads library window doesn't have a progress bar indicator in the Windows taskbar like a normal tab does. This makes it inconvenient to check for download progress, since I'm required to maximize the library window or open a normal tab.
Expected results:
The library (downloads) window should display a progress bar inside the Windows task bar.

The long term plan is to move the Library in-content, thus it's not worth spending time on this.
