Steps to reproduce:

1. Download any files with an open tab
2. Notice progress bar inside windows taskbar
3. Open library (downloads)
4. Close any tabs except the library
5. Notice no progress bar for the library window

Actual results:

The downloads library window doesn't have a progress bar indicator in the Windows taskbar like a normal tab does. This makes it inconvenient to check for download progress, since I'm required to maximize the library window or open a normal tab.

Expected results:

The library (downloads) window should display a progress bar inside the Windows task bar.

The long term plan is to move the Library in-content, thus it's not worth spending time on this.
