I realized we should split this so it only handles the section headers for date/alerts since those are more straightforward and don't require using the ICU API.
Summary: Add Section Headers in sidebar depending on sort (Alpha, Date, Alert) → Add Section Headers in sidebar for date and alert sorts

I have verified this issue using the latest Firefox Nightly 93.0a1 (Build ID: 20210815094823) on Windows 10 x64, Mac 11.5.1, Ubuntu 20.04 x64.
- The section headers are correctly displayed on the Login List when this is sorted by the “Last Modified”, the “Last Used” and the “Alerts” options.
Status: RESOLVED → VERIFIED
