Steps to reproduce:

Issue after updating Thunderbird to 68.2.0 32bit.
I also noticed same bug on recent Thunderbird 64bit - freshly installed on my another machine. Both machines are Windows 7 x64.

Actual results:

Font size of plain-text messages is too small. It is one "step" smaller
then default size in older version of Thunderbird. If "ctrl+" is pressed
once font size is displayed in proper size.

Setting monospaced font size to bigger has no effect. Changing character
encoding to different settings doesn't seem to impact this.
