Move basic keyboard snapping to WPT.

Changes:

  • Replace Blink event sender usage with test_driver usage
  • Add common style and script that I expect to be used in upcoming tests
  • Remove unnecessary logic to click on scroller
  • Move clean up logic with add_cleanup to ensure they run even if a test
    fail
