Bug 1592626 changed the default fonts we use for CJK content when no language/locale indication is present; the fonts we now use tend to be larger (which is kind of the whole point -- they have more complete character coverage), and so an increase in memory usage is expected.
Real users will be mostly unaffected, I suspect: if they're reading actual Chinese pages, these fonts probably end up getting loaded anyhow; and if they're reading Japanese pages, their locale settings probably result in the (smaller) Japanese fonts being used.
So I think this is WONTFIX.
