https://github.com/tlswg/tls-subcerts/pull/39/files removes rsa_pss_rsae_* from the list of valid signature schemes. That means that we can remove PKCS#1 signatures. It also means that Firefox won't be able to use DC with RSA keys, but we're already there.

Fixed as part of bug 1617968.
