With the current tree (10-09-99) there are two or three loads for every URL. It
looks like this on the console:

Charset windows-1251->  4869208
Charset KOI8-R->        16022310
Charset ISO-8859-5->    10041303
Charset x-mac-cyrillic->        2206787
Charset IBM866->        2745156
Error loading URL http://www.mozilla.org/
Document: Done (6.371 secs)
Document http://www.mozilla.org/ loaded successfully
Document: Done (8.929 secs)

As a sideeffect this trashes the session-history as it seem to remove one item
for each unsuccessful urlload. This results in no or negative HistoryCount.
This seems only to happen when a wrong charset is configured with
View/CharacterSet.
After fixing a strange problem with about:blank I had in my build this seems to
be gone. Must have been related. This one can be closed I think.
