The issue was reported at https://github.com/mozilla-mobile/fenix/issues/6360

When link name begins with "rmnet_data" we consider it as mobile data device. In such case we don't hash GW address, because it changes often and we would get different ID. On some Android versions the link name is just rmnet0, rmnet1, ... It would be good if we could detect mobile data link in a different way than comparing its name. But for now let's fix it so we compare it with "rmnet".

When we fail to detect the link as mobile data device, we use GW address for ID calculation. And because GW changes often in case of mobile data we often get different ID for the same network.
