Steps to reproduce

1. Reach about:preferences#applications
2. Set firefox as default to open mailto:
3. Reach the Hamburger menu and click on customize.
4. Add the mailto: button to the location bar and click done.
5. Click on the mailto: button.

Expected result

• A single tab is opened

Actual result

• Firefox keeps loading tabs an infinite amount of tabs.

Regression range
This is not a recent regression as there is a really old issue (17 years) bug 194210.

• This bug was first reported in bug 194210 17 years ago.

Hello,
Seeing as bug 194210 is 17 years old and when this bug was logged the last comment was 2 years old I thought it would be best to make a new bug so that this issues is not lost again.
