As a follow-up to bug 1575008, we should find a good place to mirror https://github.com/gfx-rs/wgpu in Gecko. We need to be able to build standalone tools, examples, and generally synchronize with Github repo. For this, we need a dedicated folder, just like "gfx/wr" mirrors https://github.com/servo/webrender

This change moves wgpu mirror into a dedicated folder and also
registers it in a few metadata files for proper treating.
