Steps to reproduce:

I decided to change my passwords to my google accounts. So I generated the first one with built-in generator. That was okay. Then I went to change password to my other google account and the same password showed up.
I think that is a bug, because even though I have more accounts for the same service, I should have different passwords for them.
I didn't try it for the other services, but it might work too.

Actual results:

Firefox generated same passwords for different accounts.

Expected results:

Firefox should have generated different passwords for different accounts.

Okay, so I tried it with some other website (alza.cz) and generated passwords are same for different accounts.

Yes, that is a limitation when you change passwords for multiple accounts on one site within the same Firefox session. It was an intentional short-term decision (acknowledged in the security review) to allow the user to be able to fill the same password into a confirmation field. This will be fixed by bug 1551723 and bug 1569568.
