some enabled menu items don't function when About window open

found using 2002.07.25.05 nb. unlike having no window at all open, there are
some [appropriately] enabled menubar items which don't work when the About
window is the only window open.
1. make sure no window is open, but that the menubar is present (close windows,
but don't quit app, if needed).
2. select Navigator > About Navigator.
3. test the enabled menu items.
results: other than bug 159463, the following items fail to work when the About
window is open --but *do* work when there's no window at all:
* file > new window
* file > open location
* file > open file --actually the file picker appears, but the selected file
won't launch
* any of the items under Bookmarks
* any of the Help items
interestingly, file > close window works fine (and file > page setup seems to be
fine too).
i'll compare with the keyboard equivalents in a bit...

actually, file > new window does work with About open.
anyhow, the keyboard commands behave the same way with only About open:
cmd+L won't launch a browser window (unless there's no window at all)
cmd+O brings up the file picker, but still cannot a open file
cmd+W still works to close the About window.

this now works. we probably fixed it a while ago w/out knowing it.
