Request is to have the product point to the /whatsnew page in the Firefox 71.0 release and show it (WNP).

All users coming from <70.0 and receiving the 70.0 release should be shown the WNP 71.0 page (if they are in the locales in which the content has been localized, the list that l10n will provide).

id - has a hard coded template not reflected in Pontoon and will need to be added to the final list of locales

Users in the following locales will receive the new WNP 71.0: de, en-CA, en-GB, en-US, fr

Users in all other locales that are at 100% will receive the fallback WNP (lang checker - https://l10n.mozilla-community.org/langchecker/?locale=all&website=0&file=firefox/whatsnew.lang)

for locales w/o content, they should not be shown a page (does not default to en-US)

This is being managed in https://github.com/mozilla/bedrock/issues/8026
Please note that I've updated the requirements in the original description here for showing the page, which content to which locales.

The descirption doesn't match what's been conveyed to me via Slack earlier.
As far as I understand, the ask now is:
- Show WNP 71 for all locales who have it translated.
- id - has a hard coded template not reflected in Pontoon and will need to be added to the final list of locales
- All other locales who do not have WNP 71 translated will fall back to the default /whatsnew page (Mobile promo)
- For locales without any translated content, they should not be shown a page (does not default to en-US)

Hey, I see in bug 1579940 you have provided the list of complete locales to be included in next week's RC. Can you please provide that for 71?

As in Slack: the l10n drivers provide the final list of locales to receive the WNP on the Tuesday prior to the ship date (Dec 3), so Cocomo will deliver on that date, 11/26.

WNP 71: 30 locales=29 locales + id (hard coded).
Amazing accomplishment by our communities given the content was made available on Thursday Nov 21: https://l10n.mozilla-community.org/langchecker/?locale=all&website=0&file=firefox/whatsnew_71.lang.
