We just pointed a new employee to the in-tree WPT documentation to learn about working with web platform tests, but it has a significant number of references to updating manifests.
According to this announcement updating manifests should no longer be needed, so it seems like multiple parts of the documentation should be removed or revised to reflect this change.

The old file has not been updated for all the changes that have
happened. Correct the inaccuracies and update the suggested advice to
be more modern.
