Restart the browser.
Steps to reproduce
- Access "about:newtab#devtools" page.
- From the "Messages" section, click on the drop-down menu and select "cfr".
- Scroll down and click on the “Show” button from the “MILESTONE_MESSAGE” section in order to force the popup to appear.
- Click on the shield icon.
- Hover with the mouse over the Celebration Toast notification.
Expected result
- The Celebration Toast notification is properly displayed.
Actual result
- The Celebration Toast has a lighter border in the upper part of the notification.
Regression range
- Not a regression.
Additional notes
- I'm not completely sure that this is indeed an issue, might as well be a shadow effect specific to Win 7.
- Please observe the attached screenshot.

Eric, what do you think of the message looking like a giant button? I'm thinking it's an issue.

Thanks for flagging me. The background should all should be one color without an outer stroke.

I looked at this on a VM for Windows 7 and Windows 10, both of them looked like this.
I wonder if this was fixed with Bug 1593984?

Confirming that the issue is not reproducible in latest Nightly 72.0a1 (20191111215252) running Windows 7 x64. Thanks!
