+++ This bug was initially created as a clone of Bug #1549685 +++

I got rerun scopes in bug 1549685, I'd need them again now that the transition is done.

I've noticed I have almost no scopes to do anything with my projects (e.g. trigger hooks I create, etc.).

I have rerun scopes in firefox-ci, but not in community-tc.

..and also to github-team:mozilla/sallt. realizing that that's not working right now due to bug 1594423.

I now only have scopes like queue:rerun-task:taskcluster-github/* and queue:cancel-task:taskcluster-github/*, so this means I can only stop tasks triggered by GitHub but not tasks triggered by the hooks defined by our projects.
