If partial present improves performance, we want to enable it. OS compositor(Bug 1592509) is a different way for improving performance.

For now, it seemed that we do not have a lot of performance improvement with partial present when DXGI_SWAP_EFFECT_FLIP_SEQUENTIAL SwapChain is used. But partial present seemed to improve performance when DXGI_SWAP_EFFECT_SEQUENTIAL SwapChain is used on Windows 7.
