Seeing both Windows Rpk and MSI jobs intermittently failing due to 403 errors from tooltool:

Reruns often will eventually get the jobs green, so not a blocker, but this is the kind of failure which could get really annoying when it starts slowing down a release. Calling it critical for that reason.
