Up to now, we haven't published fluent.migrate to pypi at all yet.

For bedrock, we'll need to. A good time to review what our description etc actually say about fluent.migrate, too.

Also, adjust the language on MergeContext to better reflect the
status quo.

The properties left in the constructor of MergeContext are considered
to be part of the public API.
