Steps to reproduce:

Firefox latest x64 beta.
about:config
network.security.esni.enabled = true
network.trr.mode = 2
network.trr.uri = https://cloudflare-dns.com/dns-query
PAC-script - any and enabled in settings.

They can't work at the same time.

Actual results:

https://www.cloudflare.com/ssl/encrypted-sni/
test hangs up and nothing happens.

Expected results:

If PAC-script disabled all is Ok. DoH and eSNI passes this test.

ESNI isn't enabled at the moment, and we don't need it for the rollout. P2.

The issue is still present on some Firefox 74/75 installations.

ESNI is removed, so close this bug.
