Hello,
I've attempted to reproduce this issue on Ubuntu 18.04.3 LTS and Windows 10 64-bit on FF Release 70 (Build ID: 2019101616957) and FF 72.0b4 Beta on Stage server (Build ID: 20191206183317) and in all cases a new account could be created using the email of a deleted secondary account.
Adding the first attachment in which the secondary email is deleted and up till reaching Create account form with it.
Do you still manage to reproduce the issue in the latest Firefox Release?

Hello Miruna, I want to clarify some things. The problem occurred after changing the primary email. This prevented me from accessing the Development Center due to a bug on AMO. The problem is this: 831.
It seems that changing the email produces the creation of a double account on AMO which prevents access from addons.mozilla.org.
After talking via email with the guys from AMO they have unlinked the account with the old email (turned secondary). They suggested to delete it and create a new account with it that would allow me to work on my addon again. But I can't. The difference I notice from your video is that when I disconnect from Sync it does not allow me to delete the data. He shows me a message saying: "Firefox will be disconnected from the account but no data will be removed regarding the navigation from this device". When I press Signin asks me to enter the password without being able to specify a new email. If I try to force the creation of a new account the answer is the one I described when opening this bug.
How do I delete Sync data? Maybe the problem is there.

I was unable to reproduce this as described in comment 0. My STR:
- Create an account and verify it
- Add a secondary email and verify it
- Remove the secondary email
- Log out of the browser
- Go to accounts.firefox.com and enter the secondary email address
- Enter a password, confirm the password, and submit
- Verify the account via the code sent in email
Comment 3 mentions AMO but I don't understand the steps to reproduce there. To answer the question asked, "how do I delete sync data?" there should be a checkbox when you log out. It sounds like you're not seeing that, maybe, in which case I'd suggest making sure you're on the latest version of Firefox.
If you want to start over you can create a new profile but you should know that means none of your current data (bookmarks, passwords, etc.) will be in it, so, don't do it if you have data you want to retain.
Since this issue is 3 years old and I can't reproduce it from the original comment I'm going to close it. If there are still issues please clarify the steps to reproduce and let me know. Thanks.
