Sometimes the JRE (1.4.0) causes Mozilla to use 100% CPU time which makes all
reactions slow and causes the menus to flicker

Have you tried ti upgrade to JRe1.4.0_01 ?
Have you enabled "http pipelining" ?

Updating to 1.4.0_01 and disabling http pipelining fixed it!
